Could testing live animals with viruses lead to another outbreak? Or would a controlled environment help prevent a possible spread of a virus? Also, could testing live animals with a virus lead to a new virus or disease?

not to an outbreak; these are very controlled experiments.  testing on animals probably would not lead to a new virus.  New viral strains take more time to develop
