What are the ethics issues involved with no testing doctors in hospitals for COVID-19? What kind of liability and risk does it put on patients of the hospitals? 

How can there be projections of the relaxing of social distancing when we really have no idea how bad the pandemic is since we aren’t doing widespread testing?

Yes, there are tremendous ethical issues with not testing doctors.  Yes, this is putting patients at risk but PPE is not only protecting the doctor but also the patient.
