I know that some states are trying to start opening up soon. At what point would it be the idea of opening up the country and returning to "normal" life be realistic? Would opening up after the peak be better? Or would it lead to another peak in cases?

A phased opening might work or might not.  We don't know.  But, hopefully, this will be an educated guess based on science and not based on politics.  I'm not sure what the 'new normal' will look like.  Cities who opened back up during the 1918 flu pandemic did not fare well.
