Why is the cough of COVID-19 dry if pro-inflammatory cytokines let fluid into the alveoli?

Could we use a drug that stimulates the immune system to help immunosuppressed people? Is there a way to lessen the effects of the cytokine storm brought on by the drug?

Finally, if enveloped viruses are more "delicate" than naked ones, why are all the "big" outbreaks caused by enveloped viruses? (HIV, Ebola, COVID-19, etc.)

I covered the first two but not the last.  It is not the envelope here that may be important but the type of genome.
