So, occasionally the topic of mutation comes up in conversations about COVID-19, and they’re good. The virus isn’t mutating like scientists thought it would. Then my question is why isn’t it? Are any mutations that happen to weak or ineffective at spreading that they die out faster than the original form? What’s contributing to the lack of mutation?

we actually don't know the rate of mutation in this virus.  but most mutations are deleterious and not advantagous.
