In Japan, you cannot get tested unless you have a fever of over 37.5 Celsius for 4 days. They claim they are doing to avoid crowing at test centers. Is this ethical?

hard to say.  We are not testing in the US and use the same rule.  With a practical limitations of scarce testing methodologies, countries have chosen to limit testing to preserve a scarce resource.
