Would a genetically drifted virus strain need a new name for it? And would a genetically shifted virus need a new name as well?

Yes, the names do change. For example, H5N1 drifted to H5N6, both now different viruses. Yes,viruses that shift due to recombination in the same host are much more deleterious because the population would never have seen the new virus before and would have a different name.
