The testing for the flu video mention the the guy would not give a patient a flu test unless it would change a medical decision. In terms of testing for the flu, COVID-19, and other disease, why would they not want to give tests if it could lead to death, spread the virus, and or cause other individual's complication if they were to get sick?

Because flu can be diagnosed on symptoms without testing.  Since there is no treatment, do you really need a confirmatory test?  If someone is positive, the supportive treatment would not change.  Testing could be used for contacts and to determine public health decisions.
