If face masks don't really work, why are states making it a requirement to wear masks in public?

Masks can also remind us to act differently.  They remind us that things are not normal.  Masks will not protect someone from becoming infected but will block some transmission from someone who is infected.  So masks are not useless.  Think of them as behavioral modification devices.
